Transition requirements for ICAO-CORSIA

Who should read this bulletin 

This is intended for accredited customers, applicants, Accreditation Advisory Panel (AAP), and staff and assessors in the International Civil Aviation Organization (ICAO)’s Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) scheme in the Verification and Validation Accreditation Program.

What you need to know 

As of January 2021, the ICAO-CORSIA scheme fully transitioned to the new standards versions (i.e., ISO 14064-3:2019; ISO 14065: 2020, ISO/IEC 17029:2019). 

These versions now apply to the ICAO-CORSIA scheme.

ICAO-CORSIA technical updates include, but may not be limited to:

  • ICAO: Annex 16, Volume IV, to the Convention on International Civil Aviation. International Standard and Recommended Practices (SARPs). Second Edition. July 2023.
  • ICAO: Doc 9501, Environmental Technical Manual, Volume IV Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA). Third Edition. 2023.

Reference to the above-mentioned standards and manual have been incorporated and reflected in the most recent Program Overview - Validation and Verification Body Accreditation Program and the SCC Requirements and Guidance for Accreditation of GHG Verifiers for ICAO-CORSIA Emissions and Emissions Unit Cancellation Reporting

  • ISO 14064-3:2019
  • ISO 14065:2020
  • ICAO: Annex 16, Volume IV, to the Convention on International Civil Aviation. International Standard and Recommended Practices (SARPs). Second Edition. Jul 2023
  • ICAO: Doc 9501, Environmental Technical Manual, Volume IV Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA). Third Edition. 2023.
  • With the full transition to the new ISO/IEC 17029:2019

What you need to do 

Gap analysis impact: 

  • The updated ICAO-CORSIA requirements are not considered significant enough to affect previously qualified CORSIA assessors, accredited conformity assessment bodies (CABs) or their clients.
  • New assessors and new CABs will need to meet all applicable requirements established under the scheme.

Assessment activities: 

  • Existing organizations accredited to the ICAO-CORSIA scheme will complete the transition reviews following the Verification and Validation Accreditation Program (VVBAP) accreditation cycle and witnessing assessment requirements.
  • New applicants will be assessed based on the latest approved versions of the standards.

Documentation updates: 

  • CABs may need to revise internal documentation and their Quality Management System (QMS) to reflect the updates identified in this bulletin.
